Fatal Child Abuse Case in Chester, Pennsylvania Leads to Murder, Manslaughter Charges

CHESTER, Pa. — In Chester, a 2-year-old boy is dead, and prosecutors say the circumstances are as disturbing as they are preventable.

Authorities in Delaware County District Attorney’s Office have charged two adults following what they describe as a fatal pattern of abuse and deliberate inaction. Detectives say Cynthia Robinson is accused of killing her son, while Frank Walton Sr. allegedly prevented medical help to cover up the abuse.

Police were first called to the home after reports of a small child unresponsive and in cardiac arrest with possible head trauma. The boy was rushed to a hospital, where he was pronounced dead.

What investigators say happened before that moment is central to the case. Detectives say Cynthia Robinson initially blamed one of her other children, but further investigation found her claims were “factually impossible.” Authorities say they uncovered a history of abuse, including prior supervision tied to child endangerment and drug use.

According to investigators, on the day before the child’s death, Cynthia Robinson was overheard making violent statements about the boy and dropping him from her waist.

Prosecutors say the second defendant played a critical role after the abuse occurred. Detectives allege Frank Walton Sr. prevented medical intervention, a decision they say ensured the child’s death.

The charges reflect the severity of the allegations. Cynthia Robinson faces first-degree murder, third-degree murder, aggravated assault, endangering the welfare of children, and other related offenses. Frank Walton Sr. faces third-degree murder, involuntary manslaughter, endangering the welfare of children, and related conspiracy charges.

Frank Walton Sr. was arrested and arraigned on April 15, 2026, with bail denied. His preliminary hearing is scheduled for April 28, 2026. Cynthia Robinson is in custody and awaiting arraignment after a warrant was issued.

Prosecutors describe the case as the result of a comprehensive investigation by the Delaware County District Attorney’s Office and Chester Police Department, one that they say exposed both direct violence and a failure to act when intervention could have changed the outcome.
